Just because it’s possible to look at the source, it does not mean people actually do, as they maybe are not able to or do not care to do so. Okay, now with Windows 10 it’s hard to keep up and it’s barely modified anymore, but I still remember Windows 7 and Windows XP times, where half the OS was gutted and removed, to make it quicker and better. For example, they remove bloat and unnecessary crap from Windows, which is put by default by Windows’ creators into that OS, for bad reasons.
